Azure has global issues with resource manager. Key Vault is one of the components affected. This causes downtime on some environments. Bacause of the global impact we aren`t able to failover to different region.

Investigating
Due to an issue at Microsoft globally some environments are down. Status can be seen on https://azure.status.microsoft/en-us/status We are currently investigating why some are down while others are working perfectly.
